The documents are from an unclassified conference attended by pretty much anybody who wanted to get a top-level version of old-timey nuclear reactions (think 1950s).
Having the documents means nothing. Absolutely nothing. The only thing that means anything is the question of whether or not Iran has PoBe or UD3 or whatever the Israelies claim next.
It's supposed to be a no-win for Tehran: admit you have it, and you are researching weapons. Don't admit it, and you're hiding your weapons program.
The problem is, the IAEA is very good at proving the negative. That is, it takes NTP materials to make PoBe and UD3, so if Iran can account for all the materials subject to the NTP (they can and do) then there can't be any diversion to projects such as creating UD3.
Oh, and "forced to admit" the existence of Qom is somewhat strange nomenclature for merely abiding by the NPT to which Iran is a signatory.
