This is what our tax money is spent for?  To monitor whether adults who are paying nearly $8,000 a year are attending the classes they pay for!

You know, campus rules mandate you carry the card.  They don't mandate you don't carry the card wrapped in aluminum foil -- a Faraday cage will kill the RFID -- and force them to take manual attendance or slander you with false accusations of absenteeism. A little class action to assist with your tuition next year.  Get enough class members in large classes to go along and the whole thing collapses.
