2. but never quite return down to below 2002 expenditures
3. yet claim a "massive, sweeping reduction"
4. in time for the next presidential election.
the business of the CIA is the invisible government. it is the control of foreign nations. ref. CONFESSIONS OF AN ECONOMIC HIT MAN by John Perkins, SECRET TEAM by Fletcher Prouty. The CIA is the operating arm for the CFR. Government has no desire to extort money from foreign nations; the CFR does. Warfare is the most profitable business for Wall Street. Destroyed equipment must be replaced and more sophisticated equipment must be developed. The U.S. spends more on warfare than ALL other nations combined.
