In a free society the state would not hold the monopoly on education that they maintain presently in various ways, most noteably by only offering state loans on approved educational facilities.

In a free society there would be multiple paths for instance to learn law with the consumer deciding whether or not passing the Bar is a qualification they want to pay for or not.
