Let's see... How can we get people to submit their biometric data to our databases so we don't have to scan everyone? I know, let's have them do it on their own for their own security! Then, all we have to do is issue a NSA letter and add their data to our Fusion databases. Then, we only have to scan the people we encounter that aren't already in our database. Naturally, if they aren't already catalogged, they'd be considered suspect. Brilliant!
