Who says bureaucracy is inflexible? While the Boston police state has ordered all humans indoors and all businesses closed, it has apparently made an emergency exception. Many Dunkin' Donuts are open.

Undoubtedly, since this is a federal operation, many pizza delivery businesses would remain open too.
