In most state CONstitutions the county sheriffs are the highest law enforcement officials in the state and their respective county. Two federal district courts of appeals have ruled that they can exclude the federal government LEOs form operating within their county without their permission. I suspect Florida has a similar provision in their CONsitution seeing as it is a fairly old state. That would mean the state police has no authority to arrest a sheriff without an arrest warrant signed by a state judge.
