Do you have the bill of sale for the animal? Are you the owner? If you are not receiving government help for supporting the animal, it is not livestock. It's private property, and that is the only way to refer to it in talking with government. Show them a picture of the animal, and call it private property. Sue them if they give you trouble. Sue them for breach of Oath of Office to uphold the Constitution - 4th Article to the Bill of Rights (4th Amendment).
