Somebody like Massie should introduce a simple bill that requires all governments in the whole country, US, State, and local, to include on every government form that an average man or woman has to sign... check-boxes for for each Amendment in the Bill of Rights. When the man/woman checks the boxes, the 'application' (or whatever form) must include the Bill of Rights as part and parcel with the document. This means that the man/woman formally makes the B of R to be included as part of the considerations in the document. This will disallow judges to make their court cases to not exclude the Constitution from their court rooms, even if it creates a completely different kind of court case.
