It's very tough to make blanket statements about how the delegate process works because it is different in every state and county. In November of last year I penned a white paper on the process in Nevada where I pointed out that the caucuses were not "an election" for a Presidential candidate, but rather thousands of mini-elections for delegates to the county conventions.
The reverse is also true: the GOP is a private organization made up of 53? private organizations (state parties and commonwealths) that are made up of however many private county organizations. The successful campaign in a fractured election cycle is that which understands the rules in each of those private organizations and uses them to their advantage. But...
THE RULES ARE SUBJECT TO CHANGE AT ANY TIME
and, the rules for changing the rules differ for each county and state. And, if the rules are violated, there are rules for challenging the actions. And, there are rules for the national and state organizations for refusing to recognize the per-the-rules actions of county organizations.
What it boils down to is having the right number of voices yelling "yea" or "nay" in the right room at the right time.
The right number for me was one. I am a delegate to the state convention, with the same rights and privileges as every other delegate to the state convention, and only one person has ever voted for me.
Think about that for a second. Of all the people in Nevada, of all the people registered Republican, of all the people elected as delegates from the precinct to the county conventions, I have just as much sway at the upcoming state convention as any other person and the only hand ever counted for me is my own.

Actually, both answers are somewhat correct. There are still construction jobs and, there are jobs in the interior of the US in the meatpacking industry and, there are jobs in the hotel and resort industry.
On the other hand, in first hand interviews with the governor's of both Sonora, Chihuahua, and Sinaloa all have expressed the stress the maximum influx of individuals returning has caused on their local social services and the schools. The cause they cite are Arizona's Employer Sanction Laws.
Furthermore, interviews with former Undocumented Workers from Arizona all have confirmed that even if there were jobs to be had, employers are looking too carefully and do not want to risk being caught hiring them.
If the Sanctions were having no effect, our legislature would not need to "revise" them. But since they are being "revised" it strongly suggests that the fast food industry, the restaurant group, and the hotel workers unions have been pressuring some in the Arizona legislature lately.
Are you aware that there's a Prototype Guest Worker Program being moved through the state legislature? With it is the "asking permission" bill to the federal government to "try this" at the local state level.
Imagine, an Arizona Guest Worker Program! Look it up and you'll see its for real.

Here are my suggestions to anyone wanting to continue their revolution in a meaningful manner.
Stop filling out forms generated by the so called government. Don't apply for anything - Be free. Don't register for anything - Be free. Don't beg for any benefit - Be free.
Learn the language of the Law and use it against them.
Remember, all government workers are human beings and deserve respect, but most are as ignorant as rocks about the law. They only do what they are told - and some of them carry guns, so whatever you do will be dangerous.

the only disagreement i have with Mr Dobbs statements.
i do believe we do have a VIOLENT REVOLUTION headed our way.
if everyone looks around to whats HAPPENING to the American people, that we some how have become the ENEMY then everyone will SEE thats the plan of the government, for them to get more control over US..

You say "If voting could change things it would be illegal." What if those who conduct elections rig them so they don't change things but the media tells us that what we have is democracy? Then most of us could [like I did for decades] fall for the propaganda.
By contrast if governments tried to make voting illegal, many would object - even to the point of revolution.
The fact that governments conduct illegal elections has been proven in government courts but those who control the news suppress the truth and people continue to believe that the majority of voters want to be governed by the "lesser of two evils".
So what can we do?

I imagine the horrid economy throughout the USA is primarily responsible for aliens leaving for home. In Arizona, the employer sanctions law certainly made it even less tempting to return from Christmas to AZ.
Like illegal drugs, these laws are only an interference in the free market. The free market always provides. ALWAYS. It matters not what the laws state. All the laws do is increase the price of the product ... in this case cheap labor. And in a time when our dollar is eroding, causing prices to increase through legislation is a real smart move. Were I a businessman facing the possibility of imprisonment for trying to provide goods and service to my fellow citizens, I would choose another state. F those Arizonans.

If readers will recall a while back, the USFS spent a pile of money on tazers for ALL park rangers. No training program and no guidelines, just new toys to annoy campers.
The Ranger in Charge out here has been whining about costs and "creative ways to keep the forests open" and the local media has mocked her. Her credibility is nil in this neck of the system.

The entire slate of Republicans (except for Ron Paul) was designed to fail (John McCain is a perfect example). This has always been about Hillary (watch Obama self destruct before the Dem's Convention). Immigration flaming is what brought the conservatives over to _demanding_ Real ID.
If you look at the CFR et. al. as nothing more than a philosophy of "we rule you" (along with all of the other "We Rule You" groups with a lot of overlapping interest) then it is much easier to understand what is coming and why.
