Once terrorists have weapons of mass destruction - like  nuclear weapons - then they start to consider the implications of using them.

This is fairly common knowledge. After all, the United States Government terrorists have had WMD for a long time. Yet, rather than use them, they send their soldiers to places like Iraq and Afghanistan to die.
