Cuba detains contractor for U.S. government

The Cuban government has arrested an American citizen working on contract for the U.S. Agency for International Development who was distributing cellphones and laptop computers to Cuban activists, State Department officials and congressional sources said Saturday.

The contractor, who has not been identified, works for Bethesda-based Development Alternatives. The company said in a statement that it was awarded a government contract last year to help USAID "support the rule of law and human rights, political competition and consensus building" in Cuba.
