I know of no peer reviewed journal that does not require anyone publishing in their journal to make all raw data and notes available to anyone upon demand for any research published in their journal.  You agree to it as part of the publication acceptance/submittal.  Now maybe it works differently in climatology. 

Any government funded research is also understood to be open to public and scientific scrutiny.
