One way to resist drug-induced mind control attempts is immunization -- in other words, have enough experience with the drugs to recognize their symptoms and know how to ride them out.  Timothy Leary, by encouraging students to experiment with LSD, immunized millions.  No wonder the govt. hated him so much!

Getting one's memory wiped by excessive electroshock is a different problem;  there's no guaranteed method of getting the memories back.  However, the memory-wiping doesn't change the basic personality, and won't necessarily turn the victim into a willing tool.
