Sounds a bit ridiculous but it is happening. The NSA is effectively stopping one small business owner from criticism, by claiming that by using its name he has infringed on their copyright.

Government property is PUBLIC property. In a free country the government IS the people, and the government is OWNED by the people. Everything that is produced by the government is owned by the people. When government claims that they have a copyright they are claiming that they are NOT a government of the people, by the people, and for the people. If there were people who did not already know that, this has now been made quite clear.
