This is the Piven of the Cloward and Piven Strategy for bringing down America and converting it to a communist society.  That is screw up the population  by destroying their morals, standards of excellence and educational systems and create a society of dependency and decadence and overlaid with a police state.  Then the people will look to the govt as their daddy and be subservient to them.  They are scum....in my opinion.
