I mean, honestly: does anyone here truly believe that without authorization, the NSA will suddenly develop a moral compass and decide to start following the law?

If so, they would need to ignore the fact that they never had authorization for many of the programs that they still continue to carry out, despite being told that they are unConstitutional. They'd also have to turn a blind eye to their programs that only saw the public light of day due to Edward Snowden's revelations, not because they were in any way forthcoming about what they were doing.
