The answer is in the Magna Carta. If somebody uses his government office to hurt you, attack him as a man - not a governmental official - at Queen's Bench/King's Bench. But you need to have an injury that you can really show in one way or another, and evidence or proof that he did it. Queen's Bench/King's Bench is a man-to-man court. Treat it that way by not letting them sidetrack you into making it something else - man-to-official, or person to government government official.
