Letting the people decide, and letting the people who cause accidents pay, is the better way. Why? Because, when you see a cop on the road, or when your radar detector goes off, you automatically stop focusing on your driving, and you start focusing on the cop. Just the existence of cops is more dangerous than all the supposed law breakers combined.
