Who owns the building that houses the Arizona Department of Revenue?

Dear Ernie,

 Regarding your petition:

Understanding that a number of state owned buildings had been sold and leased back to the state, I decided to do some checking.  I looked up the central office address for the Arizona Department of Revenue which I found to be 1600 W. Monroe Phoenix, AZ 85007-2650.  I then went to the Maricopa County Assessor's website to see who owned the building.  I found that the state leases the building from the US Bank National Association.  Since the bank owns the property, is it still considered public property?

The last time I examined the law (assuming they ever go by that) is that whomever/whatever is the manager of the site is the one responsible for obeying the law. This is why they would turn over an entire street fair, put on by a city like Tempe, to a 'private' corporation so that they could ban the carrying of guns. This also works for City Buses that they turn into a 'private managed' thingie.

Just the way they roll :)
