Pierce Brosnan thought Colin Salmon, who had a prominent supporting role in three of Brosnan's Bond films, would make a good Bond. It would be difficult to shoehorn a black guy into the role, but Salmon would otherwise fit the part: He's tall, urbane, handsome, fit, boasts a cultivated accent and superb acting chops, and -- the "topper," as it were -- wears a hairpiece, like Connery and Moore. :-)
