Since 9-11 the number of private companies U.S. Government is outsourcing national security contracts, e.g. the development of military / law enforcement technology has increased 5,000%. It is problematic with so many private contractors involved, secret U.S. Government and Corporate R&D technology will be stolen or illegally sold to foreign governments, perhaps terrorists.

The FBI caught this Spy who appeared greedy according to this article to sell out America. Meanwhile Chinese Spies are overrunning the United States stealing, or for only thousands of dollars, illegally buying our U.S. Military and Private Sector Technology U.S. taxpayers and investors spent billions developing. Realistically the FBI needs at least 5,000 more agents just to deal with the Chinese spying problem in America.
