In his book In Search of Man, Andre' Missenard (circa 1975) speaks of de-evolution.  Of course that is sort of at a macro level in that case because he is speaking of sending the fit off to fight and die in wars while weaker folk stay behind, survive in greater numbers and reproduce.

Just to say, what is observed can often be understood as a balance resulting from simultaneous events trending in opposing directions . . .
