.... the government in Dekalb County, Georgia is doing is preying on its citizens, while Georgia state agencies are failing to protect them from predation. Indeed, it seems that Dekalb County government officials have taken a page from this corrupt government and from the bankers who have robbed the country blind, stolen homes, destroyed jobs and rigged the whole economy. The Dekalb County government deserves some sort of corruption medal for originality as they have now entered the territory of entirely fictional billing for water services....
