On March 19, the Department of Education (DOE) and the Department of the Treasury (USDT) announced the formation of the Federal Student Assistance Partnership (FSAP) to facilitate the renewed repayment of student loans. A March 27, 2026, headline on CBS News unpacked the announcement's bureaucratese, "Education Department notices inform students in SAVE plan that their payments will soon resume."
Saving on a Valuable Education (SAVE) is a plan for the repayment of federal student loans, which was introduced under President Biden. Biden wanted to forgive about $2 trillion in student debt and let the burden fall on taxpayers' shoulders because he wanted to woo the vote of the tens of millions of outstanding borrowers. Blocked from doing so, Biden's income-based SAVE aimed at lowering monthly payments and reducing interest accrual. When its implementation was delayed by legal challenges, many SAVE borrowers were left in a limbo of interest-free forbearance, which was almost the same as forgiveness.
