The law goes into effect officially on Thursday, July 29th, 2010. Therefore, if you are attempting to look for it in *updated* ARS text on azleg.gov, it will not appear there until the webadmins get around to updating it online.
Naturally, the parts that the judge struck down today (Wed July 28th) that appear in the version linked above will not appear ever in the ARS unless appeals are won.

"...officials or agencies of this state and counties, cities, towns and other political subdivisions of this state may not be prohibited or in any way be restricted from sending, receiving or maintaining information relating to the immigration status, lawful or unlawful, of any individual or exchanging that information with any other federal, state or local governmental entity for the following official purposes: 1. Determining eligibility for ... any license provided by any ... state, local or other political subdivision of this state, 2. verifying any claim of residence or domicile if determination of residence or domicile is required under the laws of this state." (which it is for a drivers license)

In a ruling today, the federal judge struck down everything that occurs at the time and after a police stop, but left everything in before the police stop, including the sending of law abiding Arizonans drivers license information to the feds.

The situation is still developing.
However, Russell Pearce, the only elected Republican in Arizona who has been actively working on implementation of national IDs for Arizonans for over 15 years, and who succeeded in SB1070, succeeded again today in the federal judge's ruling.
The national ID component of SB1070, section 11-1051, subsections F, F1 and F2 survived the federal court ruling.
Essentially, what we are left with is none of the immigration enforcement, but with national ids for Arizonans.
Judging on the all day Communist News Network (CNN) coverage of the affairs in Arizona today, Arizona is the "test market" for implementation of amnesty, open borders, national ids for American citizens and the "regional security sphere" of Canamex under NORTHCOM.
The critical component to this long term CFR/globalst plan is national ids for American citizens, something that the feds have never been able to implement, but under the direction of state senator Russell Pearce, using Arizona as the test laboratory, national id has been implemented surreptitiously under the guise of "immigration enforcement".
The left has always wanted national id. Other than Russell Pearce who as always wanted it, the right has always vehemently opposed it. Using immigration as a guise, the operatives who attempted to subsume the state under the federal government via SB1070, did so as to sway those on the right to support the law.
In the end, at least so far, we get national id for all citizens in Arizona, but no illegal immigration enforcement.
This ruling will be appealed and most likely will be heard by the US Supreme Court.
Get ready: the ultimate outcome will be ("must be" if you are a Christian who believes in biblical prophecy) national ids for all Americans ruled to be constitutional by the United State Supreme Court.
Be sure to thank dear senator Russell Pearce for his socialist, totalitarian, unconstitutional and unAmerican national id scheme to be approved federally for all Americans.
