1. If a person is not in the US then the US government has no authority over them. That authority only exists within the US, and the US begins 12 miles out a sea.
2. We have Rights. Among these is the Right to be safe and secure in our person, papers and possessions. Our Rights supersede government, and exist throughout the universe. They do not stop at the border. Furthermore the US government's sole purpose is to protect our Rights.
