Police are there to benefit and protect the people... and they do it, most of the time.

At a time when there are no police, it is up to the people to protect themselves... as has always been the case.

If the police ever turn into gangsters, the people will start doing their own protection again.

The term "police" is simply a designation given to some people who are no better or worse than anybody else.
