House passes $44B Homeland Security spending bill

Homeland Security Department a 7 percent budget increase, with money
for more border patrol agents and for anti-piracy efforts off the coast
of Somalia.
So, is Somalia a state, territory, or protectorate? I'm getting confused about the extent of the homeland and how much of the world I have to pay to defend.
