Will somebody please tell me what country this happened in. It sounds like a really bad Science Fiction location, or maybe some medieval Eastern European dictatorship. Dismissal of Bowers is not enough. The man appears to be the worst kind of psychopath, if the account is accurate. Small minds can't deal with power over others without becoming broken, vicious and dangerous. If a dog behaved like this, it would be put down.
