They should be launching F-16s to shoot it down... 

If they do end up shooting it down, the main stream propaganda press will make up a story about how the rain deer forced down the sleigh in a selfless act of heroism, then some Hollywood douche bag will make a crappy propaganda movie about fabricated series of events. 

Hope they don't shoot the old guy down, or keep him waiting into the TSA line too long.
