Courts Once Again Rule we can Flip Off Cops so why are Cops not getting the Message?

Cops ARE getting the message. The message is, LITTLE OR NO PUNISHMENT FOR COPS WHO DO SOMETHING ILLEGAL.
The question should be, why aren't judges getting the message that no REAL punishment for cops equates to freedom for police brutality.
Or maybe the question should be, why aren't the people electing local Government officials that see to it that cops are put in place.
Or is it that the people like it the way that it is, except for a few flipper-offers.
