There is way less danger from overpopulation than there is from keeping the masses stuck together in gigantic cities. Spread the people out. Get rid of the problem of overpopulation at the same time. In fact, there is good reason to keep the population growing, and to keep them somewhat spread out. You figure it out. You won't like it when you do.
