The question "Who will build the roads?" presupposes that the greater question has been answered, "What happened to free rights of way?" Your concrete and asphalt is on my free right of way. I need to get paid for your stealing of my free right of way from me. The real question becomes "Who is going to pay me for stealing my free rights of way from me?" Do they really expect me to pay for my use of my free tights of way?
