Taxation is an attribute of sovereignty. That over which the taxation agency is not sovereign is not suitable to tax. A state cannot tax any federal asset nor charge a sales tax on purchases by US. The U.S. Citizens are Sovereign who live in a Republican form of govt. Ref. Art. 4, Sec 4.
