If it isn't, 'they' have usurped your private property - against the 4th Amendment - and are trying to sell you on the idea of agreeing that you are their person. | Use man to man accusation, 'fair warning' them to 'cease and desist', bringing to court this fact of their usage of your 'persons' without your consent, if they don't cease and desist... as a man, accusing the man of using their gov office to to steal your 'person' info.

Such Right, such as the Right to a Trial by Jury, cannot be subject to a fee or condition. If otherwise, they could be conditioned out of existence.
