My take on this...

This is the (typical) kind of quick outburst by a wife.....that has just been pissed of by what her husband just did....and she is just fumming! and this person just happened to mension Bill's name at the wrong time......this could happen for a small infraction by a husband....like spending a little too much on a new firearm, or a new fishing rod......But I think in the case of Bill Clinton the infraction probably involves a fat female.

Or Menopause :) lol

 Must have been PMS...
