Sig-nor Chili - Read about the experiment.  Their finding rings true.  Man's mind will adapt to and adopt any condition it finds comfortable and desirable, and having and using power is very comfortable and desirable. 

In the case of law enforcement they MUST ALWAYS be kept on a short leash.  We're seeing what happens when the leash is let out - and it will get worse.
