Someone has been leaving orange flyers on the garbage cans of residents of Fountain Hills. When you look closely at it, it appears to be that "Agent 4409" from "The Office of Total Awareness" and the "Fountain Hills Green Police" left it behind -  with a warning that your garbage has been gone through.
