Lawyers for the former Penn State president Graham B. Spanier issued a searing rebuttal Wednesday to findings by the former F.B.I. director Louis J. Freeh that Spanier and other top university officials had helped conceal allegations of child abuse involving the former assistant football coach Jerry Sandusky.
