It seems they've temporarily punted on the chip because it got too controversial too fast, although it has been on the table for decades. A lot of people saw it as a red line in the sand. Instead, they've made smart phones and other devices trendy and nearly universally adopted. Rather than face an ultimatum to be chipped, people have acknowledged the revelations that it is all for tracking and tracing passively, with surveillance in the backdrop, the back doors and the background.

Now, wearables and biometric tattoos are being made fashionable — to acclimate people to having the convenience of technology on and in their bodies. After that, after it becomes routine, then the transition to full implants like RFID will be a subtle and simple matter.
