Objects in and of themselves that cannot harm others without a devilishly clever manipulation of the device(s). Imagine a country or class of people who finds these items not only offensive but threatening in and of themselves.
Hence the latest round of outrageously silly notions to outlaw the use of body armor by normal citizens and mundanes in America. Anyone not in the elect tribe of police or military or other accredited government groups who need the means to defend themselves from harm.
HR 378 seeks to ban possession of body armor for civilians in America. Yet another malum prohibitum law that is a solution in search of a problem.
