In Washington (and among its European allies) the foreign policy playbook contains only one play: military escalation. If ISIS emerged as a result of the US attack on Iraq, the only solution is more attacks. More attacks bring more blowback. Does it make sense to continue doing the same thing over and over and expecting different results?
