As of May 2025, 19 months into the conflict, Israeli military intelligence identified 8,900 fighters from Hamas and PIJ as confirmed or likely deceased. In contrast, Gaza's health authorities reported at least 53,000 fatalities from Israeli attacks, indicating that fighters accounted for only 17% of the deaths, while civilians made up about 83%.

There is a consensus amongst human rights organisations, conflict zone analysts, and genocide experts, who argue that the report's findings support claims of genocide in Gaza due to mass civilian casualties and intentional starvation. The Israeli military, invited to respond, did not dispute the existence of the database or casualty figures but questioned the report's accuracy, claiming it does not reflect their systems' data without providing further clarification. By March, the death toll had reached 50,000 and had since exceeded 62,000, according to the enclave's health ministry. Israel has consistently justified its genocidal actions by blaming the Palestinian resistance group Hamas for their heavy bombings of densely populated areas in the Gaza Strip, and the targeted killings of over 250 journalists, alongside a devastating famine. Almost 20,000 of the Palestinian civilians who lost their lives in Gaza were children.

In a report from Arab News, Mary Kaldor, professor of global governance at the London School, talks about "targeted assassination, rather than battles", while Neta Crawford, professor of international relations at Oxford University, speaks of "worrisome departure from previously established norms to protect civilians." Everything seems to point to a deliberate ethnic cleansing campaign, orchestrated by Israel and sponsored by Israel's allies (US-EU). According to Genocide Watch, there are three fundamental structural pillars of Israel's reaction to the massacre on October 7, 2023, which form the basis for its motivations behind the devastation of Gaza and its refusal to acknowledge that it is perpetrating genocide. These pillars include Holocaust Prevention, Israel's Divine Destiny, and Self-Defense. Interestingly, their report lists the twelve tactics of Israel's denial, with "Minimise deaths" in pole position.
