There was no warning and no consent. A neighborhood of more than 10,000 people was sprayed in the 1950s and 1960s.  Residents say that the chemicals were sprayed from nozzles on the back of flat-bed trucks and from the tops of buildings; authorities claimed the people doing the spraying were maintenance workers. More than 30 tests were conducted across the US and Canada using zinc cadmium sulfide.
