It's not banned. Almost nothing is banned for people in the USA. Almost everything that seems banned is banned by agreement of individuals who don't pick up their rights to do what they want, and also don't elect government people who will do what they, the people, want. People are free in the USA, even free to limit their own freedom. And that is what is going on. A PMA isn't necessary, but is a start.
