I really don't see what one thing has to do with the other. The Mexicans are not the ones consuming the drugs, the Gringos are. If Mexico legalizes them, it doesn't mean doodley squat. They may be legal in Mexico but no the in the US. So? The Mexicans will still have to bring them here illegally.
