Don't tell them that once they are IN, that there is an easy way to avoid all the problems. It's common law. All they have to do is individually require a court hearing. Once they get it, all they have to do is stand as a man or woman, unrepresented in any way, and require their accuser to get on the stand and show the damage that they did, and then to volunteer to pay for any damage they did. If the courts can't catch them crossing the border, they are Americans already. BUT, that means that they must be held for any damage or harm they do, and be required to pay. They could always be made to run in a squirrel cage and generate electricity.
