The sponsor of the amendment is Senator Kyl (R) Arizona in the 110th Congress of the United States

The amendment is S.A.3017 to HR 1585; Section 1535; page s11911; subsection b) items 2,3,4

Lieberman is simply a Co-Sponsor along with Coleman (MN); Alexander (TN); Ensign (NV); and Lindsey Graham (SC)
