Banks that have already repaid TARP capital will not be spared the fee, and nor will firms that got no TARP money to start with, but nevertheless benefited from the stability it brought to the U.S. economy. President Barack Obama will propose a fee on Thursday to recoup from the country's top financial institutions up to $117 billion lost on a taxpayer bank bailout fund, a senior administration official said.
